Electron captures or beta-decays requiring special treatment

010202 (Feb 01, 2002): file containing experimental beta- decay rates 
                       (from Takayoshi Horiguchi) has been edited, to include
                       experimental rates for some nuclei close to 
                       stability that were missing in the original table. 
                       Formerly, those beta-decay rates were taken from 
                       ETFSI+cQRPA calculations which are not accurate close 
                       to the stability valley
